1.  I congratulate the Heritage Bill Team on the quality and detail of the documentation for the Heritage Bill, which tells me everything I need to know.  I have only one suggestion.]

3. Modifications to the Scheduled Monument Consent (SMC) process (Sections 5 – 10).  I am concerned that applicants for SMC would no longer have an automatic right to a hearing before the determination of their application.  In the interests of transparency and justice, I suggest that the same wording is used as for the proposed consultation on scheduling, namely “it is anticipated that the Planning Inspectorate will review the application on behalf of the Welsh Ministers”.
